Yerevan, 9 September 2026. On 17 June 2026 the National Assembly adopted, in its second and final reading, a package of amendments to the Law on the Regulation of Gambling Activities. It is the widest overhaul of the sector in years and takes effect on 1 January 2027.
What changes for players
- Spending cap. Online gambling activity is limited to 20% of a player's annual declared income.
- Self-exclusion. Sites and apps must show a clearly visible self-blocking button; using it locks the player out of online gambling for five years.
- At-risk groups. Vulnerable individuals are banned outright and everyone else gets stricter limits.
Why now
MP Hayk Sargsyan, who introduced the bill, cited a 35-fold rise in online betting turnover since 2017, from 0.2 trillion drams to 7.4 trillion drams (about US$19 billion) in 2025. Before the law kicks in, the state will appoint a dedicated operator to run and enforce the system.
